G'day! I actually own a fake foot just like that. I begged my dad to buy it for me in Disney World after we went on the Haunted Mansion ride...I was probably 10 and it was the COOLEST thing ever. We used to hang it out of the fridge or the toilet when guests came over :)
I really hope this is a Halloween prop. Or else they've got some 'splainin' to do.

Haha I love it! I've seen those sorts of props in stores. I think my favorite was the striped knee socks with black boots - a la Wizard of Oz.
